Armenian committee approves EU crisis management deal

The Standing Committee on European Integration has issued a positive opinion on the ratification of the agreement “On defining the framework of Armenia’s participation in EU crisis management operations.” The draft was presented by Deputy Foreign Minister Mnatsakan Safaryan.

Safaryan stated that the agreement, signed on June 30, 2025, sets out general principles for Armenia’s involvement in EU crisis operations, eliminating the need to negotiate terms for each mission individually.

He stressed that the agreement enables Armenia to benefit from the EU’s experience and capacity in managing crisis situations. “In recent years, Armenia–EU cooperation has expanded to include security and defense matters, making this agreement an important step toward deepening that partnership,” he added.

According to Safaryan, the agreement will strengthen cooperation between Armenian institutions and EU bodies, facilitate future joint initiatives, and establish a clear legal framework for Armenia’s participation in EU missions.

He also explained that the status of Armenian personnel in EU missions will be governed by force status agreements, mission-specific documents, or other mutual arrangements.

“The agreement is consistent with Armenia’s foreign policy objectives and represents a practical step toward deepening cooperation with the EU and adopting European standards,” Safaryan noted.

He further added that Armenia received confirmation on June 30 this year that the required internal procedures for the agreement to enter into force had been completed.
