Ombudsman highlights gender equality barriers in defense

At an international conference in Yerevan titled “Effective defense and security: promoting meaningful participation of women in and beyond Armenia’s Armed Forces,” Armenia’s Human Rights Defender Anahit Manasyan emphasized that stereotypes remain the main obstacle to expanding the role of women in the military.

The event was co-hosted by NATO’s Liaison Office in Georgia, the UN Women’s office, and the Armenian Ombudsperson’s Office, and was attended by NATO officials, Armenian state representatives, and international experts.

“It is vital that this issue receives serious attention in Armenia, especially in the defense and security sectors,” Manasyan said, adding that equal opportunities must be a top priority for building effective systems.

She noted that significant positive shifts have occurred in both legal and practical terms in recent years, but many challenges remain.

“The key problems we see involve low participation rates and difficulties with career advancement. It’s not just about numbers — what’s more important is boosting women’s leadership and influence,” she said.

She also stressed the need to include women in decision-making and pointed to numerous complaints received from women serving in the Armed Forces.

“These complaints are mostly linked to stereotypes around women’s personal lives and roles. Such views directly affect their rights in service. These must be eliminated through active cooperation with relevant bodies. Expanding inclusion requires real incentives and a non-discriminatory environment,” she said.

NATO Liaison Office Head Alexander Vinnikov praised the conference and emphasized its importance, noting the 25th anniversary of UN Security Council Resolution 1325 on Women, Peace, and Security.

NATO’s Special Representative for Women, Peace and Security, Irene Fellin, also emphasized the importance of Resolution 1325 and noted that integrating women strengthens the stability and effectiveness of defense systems.

The conference also reviewed Armenia’s National Action Plan under the Women, Peace and Security agenda and outlined future steps.
