Government allocates AMD 3 billion for bonuses to civil servants

The Armenian government has approved a new initiative to introduce a performance-based incentive system for civil servants.

Deputy Prime Minister Tigran Khachatryan said the pilot program, aimed at boosting efficiency and achieving strategic goals set by the government, will launch in 2025 with a budget allocation of approximately AMD 3 billion, according to Panorama.am .

The program will reward civil servants based on their contribution to government priorities. A portion of each bonus will be specifically earmarked for educational expenses to improve qualifications and skills.

Prime Minister Nikol Pashinyan emphasized that government employees now operate under significantly heavier workloads compared to 2018 or 2019.

“Our public sector deserves this. No one is doing them a favor. But we’re making it a requirement that at least 10% of any bonus be spent on an educational program,” he said.

He clarified that this payment must be traceable through non-cash transactions, and if not spent on learning, a penalty or reduction system would be applied.
