Parliament ratifies Armenia-EU security mission agreement

In an extraordinary session, Armenia’s National Assembly urgently debated and approved the agreement on the country’s participation in European Union missions.

The agreement, titled “On defining the framework for the participation of the Republic of Armenia in the European Union’s crisis management operations,” was ratified with 55 votes in favor, according to Panorama.am .

Deputy Foreign Minister Vahan Kostanyan, presenting the bill, said that security and defense cooperation now occupies a prominent place in Armenia-EU relations. He noted that this cooperation has already enabled the deployment of an EU monitoring mission in Armenia.

Kostanyan emphasized Armenia’s intent to act not only as a recipient of security support, but also as a contributor to EU-led security initiatives.

The agreement was signed on June 30, 2025, and ratification will establish the general conditions under which Armenia may take part in EU crisis management operations.

The EU currently has 20 active missions, some, like in Bosnia and Herzegovina, are based on UN Security Council resolutions, while others operate upon invitations from host countries, such as Armenia, he explained.

On the financial side, Kostanyan clarified that under the agreement, participating countries cover the costs related to their own personnel. However, the EU has tools to support participants in both civilian and military missions, using different funding mechanisms, including GDP-based calculations.

He added that Armenia has not yet budgeted expenses related to participation, since the legal framework is still being established and no concrete decision has been made on joining any mission yet. If needed, expenses could be covered from the state reserve fund.

According to Kostanyan, each mission will involve an invitation from the EU, and Armenia will decide on a case-by-case basis whether or not to participate.
