Now it is definitely clear: the state levying war will lose it. President Robert Kocharian stated this to the “France-press” agency, while commenting the possible military settlement of the conflict. The President said that since the armistice concluded in 1994 March, for seven years the parties had worked on the strengthening of defense zones, so “the state levying war will face serious problems in military aspect”. In Robert Kocharian’s opinion, the war will become a serious political defeat for the country that will levy war. “I think the figures calling to war must give an account to themselves of the consequences of such steps as this, in the end, is a responsibility to their people”, said Kocharian. A the same time the President said that Nagorno Karabakh had never been a part of the sovereign Republic of Azerbaijan and there was no legal basis for such a decision. “Armenia has stated about the limits of the compromise acceptable for Armenia and Nagorno Karabakh for several times – they are set clear enough”, noted Armenia’s head. In the president’s opinion, this, first of all, is equal legal subjectivity of the parties to the conflict. Second, it is the impossibility of enclave existence of Nagorno Karabakh. And the third principle relates to the security of Nagorno Karabakh population- to come to this end serious guarantees form the direction of international community are needed.
