The coalition is led by the former ruling party, the Republicans, which has 32 MPs and thus controls the fourth part of the votes. Besides, the Republicans have followers among the formally independent MPs. The second is the ”Orinats Yerkir” (OY) party with 22 mandates. The third member of the coalition, Dashnaktsutiun, has 11 mandates. The first two political forces got the posts of the Prime Minister and Parliament Speaker. Andranik Margarian kept his post of Prime Minster, while the representative of Orinats Yerkir party, Arthur Baghdasarian, was elected Parliament Speaker. He was elected with 92 votes (26 opposition candidates boycotted the first session). The Dashnaktsutiun got the post of the vice speaker. The second vice speaker, Tigran Torosyan, kept his post.
Regarding the parliamentary commissions, the three of them will be headed by the RPA. These include: the commissions on state-legal issues; financial-credit issues; science, education and culture. According to the available information, Orinats Yerkir will head the commission on defense, national security and internal affairs, and the commission on social issues, health and environment. The Dashnaktsutiun preferred the sphere of foreign relations. This almost means that Armen Roustamian will also head the delegation representing Armenia in Strasburg. And this means that he will be one of the 17 vice chairmen of the Parliament Assembly of the Council of Europe. The analogical post is that of Ilham Aliyev, the son of the Azeri President.
The government has the following picture: seven portfolios to the RPA, three to Orinats Yerkir and Dashnaktsutiun each. Serzh Sarkisian is reappointed Minster of Defense, Hayk Haroutiunyan – Head of the Police, Carlos Petrosian – National Security, David Harutiunyan – Minister of Justice and Vartan Oskanian – Minister of Foreign Affairs. Sergey Yeritsian (OY) is appointed Minister of Science and Education, while earlier this Ministry was head by Levon Mkrtchyan (Dashnaktsutiun). Tamara Poghosyan (OY) – Minister of Culture.
Dashnaksutiun got the posts of: Minister of Agriculture (David Lokyan), Minister of Social Security (Aghvan Vardanyan) and Health (Norayr Davidyan). The Ministers of Regional Administration (Hovik Abrahamyan), Finance and Economy (Vartan Khachatryan), Economic Development (Karen Chshmarityan), Transport and Communication (Andranik Manukyan), Ecology (Vartan Ayvazyan) kept their posts.
The coalition parties have not yet decided with the President the candidatures of the governors. The Mayor of Yerevan and heads of several regions have resigned.
Unlike the previous parliament where the opposition had three parliamentary commissions, all the mechanisms in the new legislative body will be ruled by the leading alliance. The new authorities have decided that there was no sense to divide the power and the responsibility for its implementation. The time will show whether this logic is justified, or not.
