PARLIAMENT FIVE PARTIES ADDRESS WITH UNIFIED PROJECT OF CONSTITUTIONAL AMENDMENTS

The change of the presidential mode of governing with the parliamentarian one is dictated with absolute necessity. Shavarsh Kocharyan, the chairman of the parliamentarian commission on the issues of science, education, culture, youth and sport, National Democratic Party leader has stated this in his conversation with «Arminfo» agency correspondent. According to the Constitution project, developed by him, the Armenia’s supreme power must belong to Parliament consisting of 101 deputies elected for 4 years. President and Prime Minister have to be elected by the Parliament. In the project introduced by Kocharyan, it is also stipulated that President has to be elected with two thirds of the votes of the Parliamentarians. According to the document, the Parliament has a right to declare impeachment on the President by two third of the votes of the parliamentarians. The Parliament controls the government activity and has a right to recall Prime Minister. The right to declare war is also assigned to the Parliament. According to Kocharyan, the Constitution project, developed by him, has already been included in the National Assembly agenda and it has been signed by parliamentarians representing five political parties: National democratic party, «Republic» party, «Constitutional right» Union, People’s party and National Democratic Union. It should be noted that besides this Constitution project, there have been introduced two other ones. One of them is developed by the Communist party and also suggests the change to the Parliament mode of governing and the other one is introduced by the commission for constitutional amendments and stipulates some restrictions of the country’s head authorities.
