MEETING OF ARMENIAN AND AZERI PRESIDENTS EXPECTED IN SAINT PETERSBURG NOT TO TAKE PLACE

The recurrent meeting of the Armenian and Azeri presidents over the Nagorno Karabakh conflict settlement expected to be held in Saint Petersburg will not take place on account that Heydar Aliyev will not participate in festivities being organized in the Russian “north capital” on the occasion of the city 300-th anniversary. As reported by “Zerkalo” Baku newspaper, prime minister Artur Rasidze will head the Azeri delegation in Saint Petersburg. Meanwhile, as written by the newspaper, in the city on the Neva the CIS leaders will discuss issues directly concerning Azerbaijan. Thus, in the course of an informal meeting in Saint Petersburg they will exchange views on the situation in the world and urgent issues of cooperation within the Commonwealth. The consequences of the war in Iraq, as well as an interstate agreement on restoration of rights of deported people, national minorities and peoples are also planned to be discussed. Besides, the meeting of the Commonwealth leaders in Saint Petersburg is the first one after the formation of the Organization of the Treaty on Collective Security (OTCS), which, as noted by the newspaper, causes serious apprehension of official Baku. Azeri foreign minister Vilayat Guliyev stated it the day before, expressing hope for the states making part of the OTCS “to respect security issues and territorial integrity of other countries.” In spite of that, apprehensions are nevertheless present, V. Guliev pointed out. Taking into consideration the fact that Armenia is one of the OTCS members, the article author writes, the Azeri foreign minister’s statement on all these states respecting “security issues and territorial integrity of other countries” can be considered as a glaring example of “black humor.”
