30.01.2001, MEDIAMAX, YEREVAN. Organizational Committee “In Defense of Nagorno Karabakh Republic” will soon submit the legal concept of Karabakh conflict resolution to Armenian authorities, the chairman of the committee, ex-counselor of the Armenian President for foreign policy Aram Sarkisian stated today at a press conference in Yerevan.
According to Sarkisian, this proposal of the organizational committee becomes urgent in the light of Armenia’s and Azerbaijan’s accession to the Council of Europe, where legal norms are highly appreciated.
A. Sarkisian said that well-known Armenian political scientists Yuri Barseghov, Seda Vermisheva, Hakob Hakobian and Alexander Manasian have worked out this concept. Ex-counselor of the president of Armenia thinks the political resolution of the Karabakh conflict has come to a deadlock today, and thus the most right way is to move the settlement process to legal field.
The authors of the document propose to start with the resolution of the regional council of Autonomous Region of Nagorno Karabakh of February 20, 1988, concerning its secession from the Soviet Socialistic Republic of Azerbaijan and accession to the Soviet Socialistic Republic of Armenia. All the legislative acts, passed in the future by top state bodies of Armenia and Nagorno Karabakh in this direction, are “impeccable from the legal viewpoint”, Sarkisian said.
After leaving the Soviet Union Azerbaijan proclaimed itself the legal successor of Musavat republic (1918-1920), where Nagorno Karabakh wasn’t at all mentioned, and so Azerbaijan’s claims are groundless, Sarkisian said. -0-
