NAGORNO KARABAKH’S NON-PARTICIPATION IN TALKS – “ACHILLES’ HEEL” OF PROCESS, PACE REPORT SAYS

The Nagorno Karabakh conflict is a conflict of two principles – the territorial integrity of states and the peoples’ right for self-determination. As Vice-Speaker of the Armenian National Assembly Tigran Torosian stated at the press conference, it was said in the report on Nagorno Karabakh drawn up by now acting Council of Europe Secretary General Terry Davis. According to the Vice-Speaker, in his report Mr. Davis considers Nagorno Karabakh’s non-participation in the negotiations to be the “Achilles’ heel” of the peace process. At the same time the RA NA Vice-Speaker noted that the document contained a number of incorrect and inadmissible points, which had not been incorporated in international documents before. In part, it refers to “ethnic purges” word combination. T. Torosian also noted that Mr. Terry Davis’s report on Nagorno Karabakh will not receive continuation as the document has no legal force and has been sent to the PACE archives.
