President of the Nagorno Karabakh Republic A. Ghukasian has given a negative evaluation to Azerbaijan’s initiative to include the question of the territories, forming the security belt around NKR, in the UN General Assembly agenda. It should be reminded that those territories were taken by Armenian armed forces of Nagorno Karabakh in the course of the hostilities and the control of them was an actual security guarantee for the NKR Armenians, who are in encirclement. The taking of those territories in the course of a counter-attack of the Armenian forces also became a basis for the further cease-fire. Up to now the control of those lands is the only actual guarantee of peace and not resuming hostilities. A. Ghukasian noted that when raising the issue of the liberated territories “Azerbaijan confuses the cause with the consequence.” In the NKR President’s opinion, the conflict can be settled only by means of a package deal. It should be noted that in an interview with “Versia” newspaper November 22 Azeri political scientist R. Musabekov said he thought that, if the Azeri initiative “is supported only by the Organization of the Islamic Conferences and insular states” as it was up to now, one should not expect real consequences.
