The Defense Ministry of Nagorno Karabakh issued a statement on the anniversary of the murder of Armenian officer Gurgen Margarian by Azeri serviceman Ramil Safarov. The statement says in part that Azerbaijan did not condemn this outrageous crime, moreover the murderer was declared national hero. While yelling of democracy and human rights Azerbaijani authorities did not even think of apologizing for the incident. The NKR Defense Ministry views the Budapest incident and Azerbaijani leadership’s stand as result of Azerbaijan’s anti-Armenian militaristic propaganda. Such policy creates the atmosphere of hostility between the nations, badly impedes the negotiation process and jeopardizes security of the whole region. The document emphasizes that Azerbaijan’s behavior and the aspiration to turn a criminal in a hero proves that the independence of Nagorno Karabakh is not only the issue of self-determination but is also the guarantor of security of the Karabakh people what should become a condition for any variants of the conflict settlement. The NKR Defense army secures regional stability in the absence of international peacekeeping forces and appears as restrictive factor against the tension created by Azerbaijan. In order to fulfill this mission the NKR Defense army will improve its efficiency for defending Karabakh’s independence and regional integrity, the statement says.
