FORMING FAVORABLE ECONOMIC CONDITIONS MAIN TASK FOR SUSTAINING FOREIGN RUSSIAN ENTERPRISES

Besides attraction of investments, the main talks for sustained functioning and development of foreign Russian enterprises is the creation of favorable economic conditions, waiver of custom, tax and other limitations that entail their production being non-competitive at the internal and foreign markets, stated Russian Minister of Energy Victor Khristenko, Russian Ministry of Energy reported. In his words, the working out of specific mechanisms of arrangement of the interaction of the Russian managing companies with Armenian enterprises, conveyed to Russia’s ownership, the complex measures and orders of state support both by Russia and Armenia to provide for the economic efficiency of realization of the program is one of the priority tasks on the agenda. The preconditions for it are being formed. Thus, an inter-governmental agreement between Russia and Armenia on mutual protection of rights for intellectual activity outcomes, being used and attained in the course of bilateral military and technical cooperation, is ready. It is necessary to speed up interstate procedures of adjustment and signing, Khristenko noted. The procedure of customs registration in case of bilateral supplies of raw materials, materials and components, necessary for military production is determined for 2005 and the following years. Mutual supplies are made in compliance with the lists of production agreed by the Russian (Rosprom) and Armenian (Ministry of Trade and Economic Cooperation) parties within the framework of the Agreement between the Government of the Russian Federation and the Government of the Republic of Armenia on production and scientific-technical cooperation of defense industry enterprises of March 30, 1994. The production included in the lists is not subject to quoting or licensing. The parties declare duty-free goods included in the lists both in the territory of Russia and Armenia. Military representations will receive the production. The solution of the aforementioned problems will allow further speed up the political and economic ties between Russia and Armenia, Khristenko summed up.
