Personal Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk does not condition cease-fire violations at the Azeri and Karabakh Armed Forces by the internal political situation in Armenia and Azerbaijan. In his words, soldiers, who are aware of the monitoring from both sides, do their best to prevent fire. “I believe that despite all the faults the regime is being acquired, however there are cases when soldiers fall asleep at the action station and then awake and without realizing the situation fire upon their own fellows,” Mr. Kasprzyk noted.
In his words, the cease-fire is maintained due to the political will of both parties. “The Presidents of Armenia and Azerbaijan confirm their wish to settle the conflict peacefully. That is why the OSCE supports the governments of both states in urging the commanders to closely watch the discipline among the solders. The commanders know they are being watched. Though the OSCE is not empowered to exercise control I think the monitorings promote the alleviation of tension and reduction of causalities,” he said, Trend Azeri news agency reported.
