“Independence is the major value of Karabakh people,” Vice Speaker of NKR parliament Ashot Gulian stated when delivering a speech at the hearings initiated by the European Academy of Berlin. In his words, “independence guarantees rights and freedoms of the NKR citizens.” Ashot Gulian said Karabakh is ready to negotiate with Azerbaijan in order to elaborate a program targeted at elimination of consequences of the war. At that, he added, all those, who irrespective of nationality suffered from ethnic cleansings and hostilities, should receive relative moral and material compensation form the Azerbaijani authorities, NKR MFA reported.
