The is no final agreement on the terms and place of the Kocharian-Aliyev meeting though the OSCE Minsk Group Co-Chairs proposed the Presidents to meet in January, Armenian FM Vartan Oskanian told journalists November 27 after voting in the constitutional referendum. The Armenian Foreign Minister also informed that he will meet with the OSCE MG mediators in Ljubljana December 6. As for his meeting with Azerbaijani FM Elmar Mammadyarov, he said no precise agreement has been achieved so far.
According to Vartan Oskanian, the Presidents will not sign any documents, “however this meeting is very important, since it can provide the possibility for compiling a document on the conflict settlement. At that he did not exclude that the settlement may be sped up in 2006. “Everything depends on the political will of the parties and the meeting of the presidents will become decisive,” Minister Oskanian said. The Armenian FM excluded any influence of the constitutional referendum upon the Karabakh conflict settlement. At the same time he noted that the post-election processes in Azerbaijan are not over yet, however it is hard to say whether they can have any impact upon the Karabakh issue resolution, reported IA Regnum.
