December 15 the UN General Assembly adopted a proposal by the General Committee of December 13, which urges not to include the new proposals made by Azerbaijan, Georgia, Moldova and Ukraine (GUAM) in the UN GA 60th session agenda, reported the Press Service of the Armenian MFA. GUAM member states have sent a letter to the UN Secretary-General, proposing to include an item called Frozen Conflicts in Black Sea and South Caucasus Regions in the UN GA 60 session agenda. During discussion and a vote at the General Committee meeting it was decided not to include the proposal in the agenda.
During the vote Armenia as a General Committee member spoke against the GUAM proposal. Armenia’s permanent representatives to the UN Armen Martirosyan noted, “an attempt was made to include a new proposal in the UN General Assembly agenda without a proper grounding.” He also added that the issue puts four different conflicts having different backgrounds, historical and legal aspects into the same plane. Talks over settlement of the Nagorno Karabakh conflict are under way at present. Mr. Martirosyan also drew attention of the General Committee to the proposal in fact aiming at creating processes simultaneous to those already available within the OSCE framework. Armenia views the proposal as another attempt to guess beforehand the outcome of the talks within the OSCE MG. As of the OSCE MG co-chairing states, Russia voted against the GUAM proposal, France abstained, while the US voted for it, noting the support is of procedural nature.
