Russia’s Vice Premier, Defense Minister Sergey Ivanov stated it is premature to speak of deployment of peacekeeping contingents in the Karabakh conflict region. “It is premature to speak of military-guarantee operations in Nagorno Karabakh until all the possibilities of the political and diplomatic dialogue are exhausted,” Ivanov said. “One should not put the cart before the horse,” he noted. Sergey Ivanov did not give a high estimate to the OSCE potential for the Karabakh conflict settlement. “I do not consider the OSCE to be an efficient organization. But it’s my personal opinion,” Ivanov said.
