February 1-2 the OSCE Minsk Group Co-Chairs will pay a visit to the South Caucasus. The visit will be followed by the meeting of the Armenian and Azerbaijani Presidents in Rambouillet. “As far as I know, OSCE MG Co-Chair Yuri Merzlyakov said they do not know whether they will pay a visit to Stepanakert within the region visit framework. There should be results, we must see and estimate them. It is unnecessary to speak of the expectations of the Armenian and Azerbaijani Presidents’ meeting,” NKR President’s Advisor on Foreign Policy Arman Melikian stated. In his words, no proposals will be put forth after the monitoring held by the OSCE High-Level Planning Group. “The Group has no need to advance proposals since they arrived to get familiarized with the situation at the site. If I am not mistaken in 1996 the Group submitted several programs, however over the absence of political consensus they remained on paper. Thus, it is a technical mission which cannot yield any result without political consent,” Arman Melikian said, reported RFE/RL.
