The status of Nagorno Karabakh can be subject to talks between Armenia and Azerbaijan. In the words of Azeri political scientist Eldar Jahangirov, Azerbaijan has many times stated it is ready to provide highest autonomy available in the world to Nagorno Karabakh. In the opinion of the Azeri political analyst, highest autonomy, available in the world, is provided to Aland Islands. “There is an ideological split inside Azerbaijan over many legal issues: referendum, legal aspects of the NK status, demilitarization schedule, peacekeeping contingent, etc,” Jahangirov writes.
The core of the first direction is that «Karabakh is part of sovereign Azerbaijan.» Thus, «ethnic Armenian citizens of Azerbaijan, who live in Karabakh, are protected by all branches of power of Azerbaijan and their rights and freedoms are ensured.» «The second direction from the political and legal point of view is not very consistent and poses problems to Azeri negotiators and our representatives abroad from time to time. Its main point is that Armenians should be wiped off the face of the earth,» the political scientist said. «Sometimes it looks like very few people in our country understand that our state destination is not interests of the moment, but return of Karabakh. To succeed in it we should chose only one of the routes available,» Jahangirov said, reported Day.az.
Aland Islands in the Baltic Sea were under Sweden’s jurisdiction until 1808. At that time Norway and Finland were part of the Swedish Kingdom. After the defeat in the war in 1808-09 Sweden had to transfer Finland and Aland Islands to Russia. In 1856 Aland Islands were declared a demilitarized zone. In June 1921 the League of Nations announced Aland Islands are a neutral and demilitarized territory, belonging to Finland. Finland was bound to guarantee Swedish population of Aland Islands preservation of their language, customs service, traditions and development of the Swedish culture. Finland and Sweden signed a respective agreement, thus eliminating the risk of assimilation. Sweden got security guarantees for the Swedish population of the Islands and opportunity of unimpeded communication with them.
