CE VENETIAN COMMISSION READY TO ENGAGE IN DETERMINING NAGORNO KARABAKH STATUS

Council of Europe Venetian Commission (VC) offers its services to the parties of the Nagorno Karabakh conflict in determining the status of Nagorno Karabakh. As reported by VC secretary Janny Bukikkio, “525” Baku newspaper writes, being a CE body rendering technical support to European states in the creating of their national legal base, the Commission offers any country authorities “the most optimal constitutional ways for solving such problems”. In J. Bukikkio’s words, VC possesses experience of working in various regions of the world, in particular, in Georgia, where CE experts together with the UN – main mediator in solving the Abkhaz problem – cooperate for determining the status of Abkhazia. The VC has also expressed readiness to engage in working out the status of Nagorno Karabakh within the OSCE activities, which is engaged in the political solution of the conflict. “Unfortunately, the OSCE has not shown interest towards our assistance,” – D. Bukikkio said. As noted by the OSCE Minsk group co-chairs, they prefer the Venetian Commission not to interfere in the settlement at the present stage, he added. At the same time, he noted, the co-chairs did not rule out the opportunity for the Commission to participate in the conflict solution in the future. We ourselves never impose our versions of solution for problems, D. Bukikkio noted. The parties to conflict should decide the Nagorno Karabakh issue themselves. This inveterate problem requires solution in the near future for development of economy of the region, in particular, for creating opportunities for Azerbaijan to use its big resource potential, said the Venetian Commission secretary.
