ARMENIA GAINED BRILLIANT VICTORY IN PACE

Armenia gained a brilliant victory in the Parliamentary Assembly of the Council of Europe. PACE Armenian delegation head Hovhannes Hovhannisian told “Arminfo” agency about it. In his words, all six proposals presented by the Armenian party were included in the final report of the monitoring commission on Armenia, which was approved at the PACE autumn session. As it is known, Armenia insisted on extension of the time for ratifying the 6-th protocol of the European Convention on Human Rights. According to the report new redaction, Armenia has to ratify the provision on repeal of death penalty in the country before June 2003 instead of the end of the year as provided for before. Significant progress is also registered in other report provisions relating to the Nagorno Karabakh settlement. The Armenian party managed to leave out the phrase “seized territories” from the report language, and the wording “territorial conflict” was replaced by “the Nagorno Karabakh conflict” term. A provision, according to which the Council of Europe sees the Nagorno Karabakh conflict settlement within the framework of OSCE, is also included in the report at the suggestion of the Armenian side. As reported by H.Hovhannisian, the CE registered the fact that after accession to the European family Armenia made considerable progress in democratic processes. Meanwhile, in Hovhannisian’s words, the vote approved none of the 15 proposals of the Azeri party on the similar report. This took place even is spite of the fact that together with the Turkish delegation the Azeri party held intense negotiations with representatives of embassies of a number of European countries before the beginning of the autumn session.
