The Council of Europe and the European Union representatives are “concerned with the unsettled state of the Nagorno-Karabakh conflict that impedes the development of the South Caucasian region”. This is stated in the joint statement of the heads of the two European institutions passed as a result of the meeting in Strasbourg September 25. The CE chair of the ministers committee Lydie Polfer, CE secretary general Walter Schwimmer, the EU Council chair Per Stig Moller and EU representative for foreign relations Chris Paten urge Armenia and Azerbaijan “to show constructive approach to the settlement of the Nagorno-Karabakh issue – in accordance with the commitments undertaken by the two states when joining the Council of Europe”.
