Electronic work contracts to become mandatory in Armenia from 2026

Starting January 1, 2026, all employment contracts in Armenia must be signed exclusively through a digital electronic system. Before that, from July 1, 2025, the system will operate on a voluntary basis. This was announced during a press conference by Zhora Sargsyan, head of the Labor and Employment Department at the Ministry of Labor and Social Affairs of Armenia.

"A portal will be available on the State Revenue Committee's platform, where employers will log in. They will be required to complete all mandatory fields of the employment contract. In addition, employers can include additional conditions in the contract with the employee's consent if necessary. Employers and employees can decide whether to enter this information into the platform or formalize it through separate agreements," Sargsyan explained, according to Sputnik Armenia.

He added that once the employer fills out all required fields, the contract will be signed electronically. Employers can also authorize another person to sign on their behalf. Employees will receive an electronic notification about the contract's creation.

"For the new hire, everything will be processed through the 'Yes Em' platform. By logging in, the employee will see the contract created for them and, if they agree, they will sign it electronically," Sargsyan clarified.

Beyond contract signing, the system will allow modifications to existing contracts and facilitate termination procedures through the same platform.

Additionally, between January 1 and December 31, 2026, employers must digitize contracts for employees who were already working for them before the system became mandatory.

"Employers must enter the data of all current employees," Sargsyan emphasized.

He highlighted that this reform will help prevent non-compliant contracts, as the system will not allow an employer to proceed unless all mandatory fields are completed.
