Azerbaijan misses initial deadline to report on Armenian prisoners

The European Court of Human Rights (ECHR) has granted an extension to Azerbaijan for submitting detailed information about Armenian captives held in Baku, according to Armenia’s Office of the Representative for International Legal Affairs, as reported by Sputnik Armenia.

Azerbaijan had originally been instructed to provide full information on 23 Armenian detainees, including their physical and mental health conditions, by November 4. However, it failed to meet that deadline.

On November 7, the ECHR extended the deadline. Azerbaijan is now required to submit the requested details by November 18. Until then, the Armenian government has no access to the relevant information, the office said.

The office also noted that some of the data provided by the ECHR may not be publicly disclosed due to potential confidentiality requirements.

The Armenian prisoners have been held incommunicado for nearly four months, without access by independent observers. There is currently no official or international information on their detention conditions.

Azerbaijan has confirmed the capture of 23 Armenians, 17 of whom were detained following its September military operation in Nagorno-Karabakh. Among the detainees are former senior officials of the Artsakh government, including Ruben Vardanyan, Levon Mnatsakanyan, David Manukyan, David Babayan, David Ishkhanyan, Arkadi Ghukasyan, Bako Sahakyan, and Arayik Harutyunyan.
