As it were last time Strasbourg appeared with the predicted statement concerning presidential elections recognition in Karabagh. Accepted resolution stated that European Council did not apprehend Nagorno Karabagh as the independent State and stand up for Azerbaijan territorial integrity. It is certainly unpleasant fact for Karabagh inhabitants but nobody can count this declaration as Azerbaijan diplomats victory, it will be very naïve, because repeating the known phrases do not provide the new information. It will be strange if European Council did not appear with such statement. In such case it will mean winning the recognition of de-facto taking place NKR independence. That will be really sensation. Nobody counts that international institutions agree to confirm Nagorno Karabagh sovereignty before the end of negotiation process. It is important that accepted document do not predetermine Karabagh future status. Moreover, from this statement one can conclude that European Council did not think presidential elections could disturb the conflict regulation process.
Future elections were mentioned also in the document accepted by the Board of collaboration between European Community and Azerbaijan. In the session minutes enumerated the discussed topics. The document ascertains Azerbaijan representatives’ negative attitude towards NKR presidential elections. It is obvious that Azerbaijan representatives’ estimations committed to that minutes could not be interpreted for European Community official position. Though Baku take steps to present this document as the Europe evidence of recognizing illegality of the future elections.
Expected that some countries having close relations with Azerbaijan or having their own problems with realization of the right of nations to self-determination will express their attitudes concerning Karabagh elections. Among them Turkey, Georgia and Moldova, the reasons of which are quite understandable. At the same time one can’t understand position of international institutions, which took charge of Karabagh conflict regulation mediation mission. On the one hand mediators spoke out about the necessity of Karabagh legal elected powers participation in negotiations at the certain stage. On the other hand the organizations authorized the mediators refused to recognize legality of the elections that will formed this legal elected powers. Raised exclusive circle indicated for lack of coordinating between European Council leadership and Minsk group co-chairmen.
