Council of Europe secretary general Walter Schwimmer said the democratic reform processes in Armenia and Azerbaijan had been decelerated in 2002. As reported by “Mediamax” agency, W. Schwimmer stated addressing the sitting of the OSCE Permanent Council in Vienna. “We are not inclined to underestimate real difficulties, however today it is necessary to take urgent steps to fulfill the commitments assumed: fully repeal of death penalty in Armenia and release political prisoners in Azerbaijan,” the CE secretary general stated.
