Under Heydar Aliyev Azerbaijan joined the Council of Europe and pledged to hold large democratic changes, says a telegram of condolences of CE Secretary General Walter Schwimmer sent to Azeri president Ilham Aliyev on the decease of his father. “After the death of Heydar Aliyev it is you who should guarantee the complete fulfillment of the commitments to the CE,” the message says, “Turan” agency reported.
