THERE SHOULD BE “SAFETY PLAN” IN CASE NEGOTIATIONS ON NAGORNO KARABAKH MEET DEADLOCK, V. KAZIMIROV CONSIDERS

The ten-year lasting slip in the negotiation process on Nagorno Karabakh conflict now demands strong activation of efforts to be exerted by the parties and mediators, Russian president’s ex-special representative for Karabakh conflict, ambassador Vladimir Kazimirov expressed such an opinion, as reported by Regnum information agency. It would be desirable for the newly elected Azerbaijani leader and Armenian President if not to get things moving, so outline it, proceeding from what has been discussed by Heydar Aliyev and Robert Kocharian. At the same time, in the ambassador’s opinion, a “safety plan” of the continuation of the negotiations should be worked out in case Robert Kocharian and Ilham Aliyev meet a deadlock again. The diplomat considers that the most valuable contribution they could make is to demonstrate political will and proclaim (jointly or independently) the course aiming at overcoming of strife and historical reconciliation between Armenians and Azeris. Probably, the leaders would do it not at one go, but step by step, by means of two or three public statements, which could minimize the sluggish and negative perception of the inevitable compromises to be made. Besides, V. Kazimirov is confirmed that three parties, including Nagorno Karabakh, should take part in the negotiations. It is very important for the parties to stop their hostile propaganda from the moment the negotiations start.
