Azerbaijani official says peace treaty issues to be resolved in time

Elchin Amirbekov, special representative of the President of Azerbaijan, told Greece’s ERT channel that the text of the peace agreement between Azerbaijan and Armenia was finalized back in March 2025, and the parties are very close to signing it.

Referring to the remaining “obstacles,” Amirbekov expressed confidence that “both issues will be resolved positively, sooner or later,” according to oxu.az .

One of the issues, he said, concerns the need to amend Armenia’s Constitution, particularly regarding “territorial claims against Azerbaijan,” which he said contradicts the spirit and content of the agreement. He also emphasized the necessity of dissolving structures such as the OSCE Minsk Group, which he believes are no longer relevant.

On March 13, Armenia’s Ministry of Foreign Affairs announced it had accepted Azerbaijan’s proposals on the two previously disputed articles, and that the peace agreement was ready to be signed. Armenia also stated it was ready to begin consultations on the time and place of the signing. However, Baku introduced new preconditions and declared that it was too early to discuss meeting dates.

The peace agreement draft includes 17 provisions, of which 15 had been previously agreed upon. The two outstanding issues were: mutual renunciation of international-level claims, and the non-deployment of third-country representatives along the Armenia-Azerbaijan border.
