In a speech marking the 50th anniversary of the Helsinki Final Act, Russian Foreign Minister Sergey Lavrov addressed the OSCE's role in the Nagorno‑Karabakh conflict, stating that “OSCE has failed in the Nagorno‑Karabakh matter as well.”
He added that the Minsk Group, established under its auspices, “never succeeded in creating conditions for dialogue between the conflicting parties. And once Western participants withdrew from cooperation with Russia, its activity entirely lost its meaning.”
Lavrov noted that OSCE participating states over the years unanimously endorsed key documents declaring the indivisibility of security: no state may secure itself by threatening others, and no state or organization may claim dominance in Europe. However, he argued that alongside these “beautiful declarations,” the West acted contrary to them by expanding NATO eastward, harming Russia’s and other states’ interests.
