Prime Minister Nikol Pashinyan met with Alain Berset, Secretary General of the Council of Europe, in Strasbourg.
Pashinyan thanked him for the warm welcome and noted that his visit, the first since 2019, comes at a crucial moment. He stated that after overcoming serious challenges over the past five years, Armenia now stands at a turning point in its development. He underlined the Council of Europe’s role as Armenia’s strategic partner in democratic progress and emphasized its importance in strengthening democracy, human rights, and the rule of law.
Berset welcomed Pashinyan and highlighted the active and productive cooperation between the Council of Europe and the Armenian government, which he said has significantly advanced Armenia’s institutional reforms across all areas. He expressed confidence that future initiatives will also be successfully implemented.
Both sides praised the effectiveness of the Council of Europe–Armenia action plan and discussed current agenda issues, including ongoing democratic reforms in the country.
Berset also welcomed the pre-signing of the peace agreement between Armenia and Azerbaijan, expressing hope that the process will open new perspectives and opportunities for regional development.
On September 30, Pashinyan is scheduled to address the plenary session of the Parliamentary Assembly of the Council of Europe (PACE). During the visit, he will also hold meetings with PACE President Theodoros Rousopoulos, ECHR President Matthias Guilloumar, and Council of Europe Commissioner for Human Rights Michael O’Flaherty.
