U.S. Congressmen Darrell Issa and Gus Bilirakis have introduced the “Preventing Ethnic Azerbaijani Aggression and Consolidating Engagement” (PEACE) Act (H.R.5632), which proposes sanctions against Azerbaijan in the event of further aggression toward Armenia, Armenpress reports.
The bill supports Armenia’s sovereignty and backs peace initiatives advanced by Prime Minister Nikol Pashinyan.
Proposed sanctions include freezing the assets of senior Azerbaijani officials, banning their entry into the United States, and imposing restrictions on foreign banks that financially engage with institutions facilitating Azerbaijani oil trade.
The bill allows for humanitarian aid and basic goods to be exempted and is set to remain in force for seven years.
Filed in the U.S. House of Representatives on September 30, 2025, the bill was referred to three committees: Foreign Affairs, Judiciary, and Financial Services. It is currently in the early stages of the legislative process and has not yet been debated in committees.
The bill must be approved by each committee, pass both the House and the Senate, and be signed by the U.S. president to become law.
On August 8, a trilateral summit in Washington brought together Armenian Prime Minister Nikol Pashinyan, U.S. President Donald Trump, and Azerbaijani President Ilham Aliyev. A joint declaration was signed, and Armenian and Azerbaijani foreign ministers pre-signed a peace agreement in the presence of the leaders.
