Bayramov: Moscow suggested unconditional truce on Nov. 9

Azerbaijan’s Foreign Minister Jeyhun Bayramov has shared new details about the negotiations between the leaders of Azerbaijan, Armenia, and Russia in November 2020, stating that Russia proposed a ceasefire without preconditions or Armenian troop withdrawal.

“Five years have passed, so it's possible to reveal certain episodes,” Bayramov said, as reported by Minval.az .

He stated that Russian Foreign Minister Sergey Lavrov presented a document to both sides. “When we reviewed the document, which consisted of only a few points, we saw that it proposed halting all military actions on the night of November 9–10 without preconditions and without the withdrawal of Armenian armed formations from Azerbaijani territories,” Bayramov noted.

According to him, the proposal also suggested that Russian peacekeepers would be deployed in the eastern section of the contact line alongside Azerbaijani forces, and in the western section together with Armenian armed forces.

The November 9 trilateral agreement led to Armenian forces withdrawing from the Karvachar (Kelbajar) and Berdzor (Lachin) regions. The Lachin corridor (approximately 5 km wide), meant to ensure a link between Artsakh and Armenia while bypassing Shushi, remained under the control of Russian peacekeepers.
